This website is run by Surrey County Council and supplied under contract with the third part company Liquidlogic. Surrey County Counci is committed to providing an accessible website that is easy to use by anyone, whatever their age, background, access device or level of ability/disability.
This means that:
- Our pages are written to be clear and easy to understand.
- The website is organised so you can find what you need.
You should be able to:
- Change colours, contrast levels and fonts.
- Zoom in up to 300% without the text spilling off the screen.
- Navigate most of the website using just a keyboard.
- Navigate most of the website using speech recognition software.
- Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver).
We aim to meet the AA level of the Web Content Accessibility Guidelines (WCAG). This is the international standard for accessible websites and content.
How accessible is this website?
Most of our website should be accessible. It should work well when used with access devices such as screen readers, braille readers, as well as smart phones and other devices.
AbilityNet has advice on making your device easier to use if you have a disability.

Technical information about this website's accessibility
Surrey County Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.
Non-accessible content
The content listed below is non-accessible for the following reasons.
- Navigation of portal forms are not marked as lists
- The portal display large text icons visible label and accessible name do not match
Non-compliance with the accessibility regulations
HTML is used to format some content. This fails WCAG 2.1 level A success criterion 1.3.1 (info and relationships).
Disproportionate burden
The accessibility regulations do not require us to fix accessibility issues if doing so would be a disproportionate burden (where fixing an issue would cost a lot but provide minimal or no benefit and would affect our ability to provide our services).

How we test this website
We use an automated tool, Siteimprove accessibility checker, to check the accessibility of our website every five days. We routinely carry out manual checks on a proportion of our pages and documents to identify issues that can't be detected automatically. The supplier of this portal reviews the application code on a regular basis to ensure that any reported issues have been picked up and addressed or scheduled for forthcoming releases. The supplier ensures that there base application configuration addresses all Level A and AA reported issues. The supplier uses a mixture of the Wave plugin for chrome, SortSite and aXe tool for analysing the application performance and auditing purposes.
What we're doing to improve accessibility
We aim to fix any issues that are identified by our testing as soon as possible. If a prompt fix is not possible, we will plan a longer-term solution to address the issue.
Accessibility statement for Online Financial Assessments
This accessibility statement applies to the Online Financial Assessments website (https://www.mycostofcare.com) which is managed by Oxford Computer Consultants on behalf of Surrey County Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- zoom in up to 250% without the text spilling off the screen
- navigate most of the website using just a keyboard
- navigate most of the website using speech recognition software
- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We use plain English as much as we can to make the content easier to understand.
How accessible this website is
Whilst we have endeavoured to ensure the accessibility of our site, there are some known limitations. These are documented below, along with suggested work arounds, and/or our long-term strategy for addressing these limitations.
The following are some potential problems that we are working to improve:
- PDFs are not always accessible.
- Pages are not accessible without JavaScript enabled. Although this is not a failure of WCAG 2.1 in itself, we recognise that it may represent a significant issue for some users. If you are affected by this, please contact your local authority to arrange an alternative method of financial assessment.
If you encounter any content that you cannot access, then please contact us and we will provide you with an accessible alternative
Feedback and contact information
If you would like to comment on the accessibility of this website, or request any of the information in a different format, such as accessible PDF, large print, easy read, audio recording or braille, please contact us using contact.centre@surreycc.gov.uk.
We aim to get back to you within 14 days.
